Prime Minister Pham Minh Chinh has instructed the relevant units to complete the basic construction of Long Thanh Airport by December 31. He emphasized that the first test flight will take place around this time as part of the plan to celebrate major national events.

During a working session on the evening of March 20, the Prime Minister inspected the construction progress and the connecting road systems. He stressed the need for “rapid” completion of the airport. “By December 31, the first test flight must take place,” he reiterated this crucial deadline.

  1. Progress of Component Projects

Component Project 1

This project involves the construction of headquarters for state management agencies. The Prime Minister noted that although the progress is slow, the responsible units have committed to completing it by December 31. He requested a clear timeline with well-defined responsibilities.

Component Project 2

Regarding air traffic management facilities, trial operations are expected to begin in October. The Prime Minister instructed the Airports Corporation of Vietnam (ACV) to coordinate with the Vietnam Air Traffic Management Corporation (VATM) to prepare for calibration flights.

Component Project 3

The Prime Minister assessed that the heaviest workload falls under Component Project 3, which includes the terminal, runways, aprons, and airport access roads. Currently, all bidding packages are progressing well, with the connecting roads over 75% complete.

Component Project 4

This project has not yet commenced on-site, raising concerns about its progress. The Prime Minister suggested assigning Vietnam Airlines and Vietjet to develop aircraft maintenance hangars. He emphasized that national interests must be the top priority.

The Prime Minister instructed Dong Nai Province to expedite the procedures for opening new quarries to supply sand and stone for construction. He highlighted the importance of material sources in ensuring project progress.

  1. Expressway Connectivity

The Prime Minister also commended Ba Ria – Vung Tau Province and the contractors for their work on the Bien Hoa – Vung Tau Expressway project. He requested that the section managed by Project Management Unit 85 be completed within this year. For Dong Nai Province, he stressed the acceleration of land clearance.

  1. Proposal for Connecting Tan Son Nhat Airport to Long Thanh

He suggested building a direct connection between Tan Son Nhat Airport and Long Thanh Airport. A subway system is considered the optimal solution despite its higher cost. However, this would provide a long-term and stable transportation solution.

Component Project 1

Deputy Minister of Construction Pham Minh Ha reported that investors are making efforts to accelerate construction. The airport headquarters, customs facilities, and other agencies’ offices will be completed by December.

Component Project 2

The air traffic control tower has finished its structural phase, and steel structure installation is underway. It is expected to be completed in June, with equipment installation finalized by the end of September.

Component Project 3

The passenger terminal has completed many sections. The runway is expected to be completed by April 30. The T1 connecting road will also be opened to traffic around this time.

Component Project 4

Investors have been selected for the cargo terminal construction. Both Vietnam Airlines and Vietjet have expressed interest in investing and committed to completing their facilities by December.

  1. Challenges and Solutions

Nguyen Tien Viet, Deputy General Director of ACV, stated that the most challenging package is the airport’s internal infrastructure. Although its completion is scheduled for September 2026, contractors are working on a revised plan to finish by December 31.

The automatic fuel supply system is also set to complete construction by December 31, with imported equipment to be installed afterward.

  1. Contractor Commitments

ACV leaders are negotiating with equipment manufacturers to shorten delivery times. The passenger terminal package is being expedited. Wing 1 has been roofed, while Wings 2 and 3 are 60% complete.

The Prime Minister affirmed that “by the end of December, technical flights can take place, and Long Thanh Airport can be inaugurated.” This marks a significant milestone for Vietnam’s aviation industry.
